When exercising its power, a highest state organ may petition the Constitutional Court to settle a dispute with another highest state organ in respect of their respective constitutional competences, that results from the exercise of its power if the disputing organs failed to resolve the dispute through negotiation.

A highest state organ must lodge the petition within the six-month peremptory period after the failure.
