TCC's Contribution to the Venice Commission CODICES Database

    As of September 2023, the Taiwan Constitutional Court has started to contribute to the CODICES Database of the Venice Commission. It is the first time for the TCC to submit its case summaries to an international database. Readers may search the official site of the CODICES Database for the summaries (précis) of leading TCC cases, which would be uploaded gradually by the Department of Clerks of the Constitutional Court, Judicial Yuan. The précis of TCC decisions were produced and reviewed with the help of researchers from Institutum Iurisprudentiae, Academia Sinica. 

    The Venice Commission, formally known as the European Commission for Democracy through Law, is an advisory body of the Council of Europe. It is consists of independent experts nominated by Member States and provides opinions on constitutional matters upon request by its members, organs of the Council of Europe, or relevant international organizations. 

    The CODICES Database is one of the services the Venice Commission provides to enable the exchange of information and the "cross-fertilization" between constitutional courts and equivalent bodies. This service centers on the idea that cooperating with constitutional courts is essential in promoting constitutionalism. It also extends beyond Venice Commission member states to courts from different language groups worldwide.

    The TCC hopes that by submitting the summaries of its past and present decisions to the CODICES database, it may help promote borderless comparative constitutional studies and increase the international community's understanding of Taiwan's constitutional jurisprudence.
