On November 18, 2025, the Judicial Yuan and the Taiwan Constitutional Court (TCC) welcomed the delegation from the Constitutional Court of Belgium. This visit was the continuity of the bilateral exchanges between the TCC and the Belgian Constitutional Court, which began with former President Marc Bossuyt (NL) visiting Taiwan in 2011. In May 2024, Judge Danny Pieters of the Belgian Constitutional Court visited the TCC and delivered a speech about his Court’s role in a multilingual society. In August 2024, the Justices of the TCC exchanged adjudication experiences with their Belgian counterparts when visiting Belgium, during which they were received by President Luc Lavrysen (NL). To further strengthen the relationship between constitutional judiciaries of Taiwan and Belgium, the TCC took the opportunity to invite President Pierre Nihoul (FR), Judge Joséphine Rebecca Moerman, and Judge Emmanuelle Bribosia to visit Taiwan in November 2025.
On the afternoon of November 18, 2025, the Belgian Constitutional Court delegation met with Chief Justice Ming-Yan SHIEH (also the Acting President of the Judicial Yuan), Justices Tzung-Jen TSAI, Tsai-Chen TSAI, Fu-Meei JU, Chung-Wu CHEN, and Po-Hsiang YU, TCC Director-General Bih-Huey HSU, and Taiwan High Court Judge Yi-Yi LEE (former Research Judge at the TCC). Their meeting commenced with Chief Justice SHIEH thanking the Belgian Constitutional Court for their hospitality during the TCC delegation’s visit to Belgium.
Following a warm introduction and gift exchange between the two sides, the Belgian Constitutional Court delegation delivered two speeches in the conference room. The meeting and the speeches were facilitated by Associate Research Professor Tzung-Mou WU (Institutum Iurisprudentiae Academia Sinica), who served as the Chinese-French translator for the event. President Pierre Nihoul delivered the first speech, titled “Justice constitutionnelle et paix [Constitutional justice and peace],” in which he discussed how Belgian constitutional justice positions itself to resolve conflicts and ensure peace within the Kingdom of Belgium. Judges Joséphine Rebecca Moerman and Emmanuelle Bribosia delivered the second speech, titled “Cour constitutionnelle, questions éthiques, autodétermination et égalité des genres (notamment au-delà de la dichotomie homme-femme) [Constitutional court, ethical issues, self-determination and gender equality (especially beyond the male-female dichotomy)],” in which they introduced the Belgian Constitutional Court’s jurisprudence on gender equality and its case laws on self-determination on gender identity, abortion, and euthanasia. The Belgian Constitutional Court delegation engaged in in-depths dialogues with Justices of the TCC after the speeches.
