On December 13 and 14, 2022, the Judicial Yuan and the Taiwan Constitutional Court welcomed the visit of Prof. Dr. Dainius Žalimas (Dean of the Faculty of Law at the Vytautus Magnus University, VMU; and the former President of the Constitutional Court of the Republic of Lithuania, 2014-2021) and Assoc. Prof. Dr. Ingrida Danėlienė (Head of the Social Science Department at the European Humanities University, EHU). On behalf of the Judicial Yuan, President of the Judicial Yuan, Chief Justice Tzong-Li HSU, expressed sincere welcome of Dr. Žalimas and Dr. Danėlienė upon their meeting, which was accompanied by Vice President of the Judicial Yuan, Justice Jeong-Duen Tsai, Justice Horng-Shya HUANG, Justice Jiun-Yi LIN, Justice Jui-Ming HUANG, Justice Sheng-Lin JAN, Justice Jau-Yuan HWANG, Justice Ming-Yan SHIEH, Justice Tzung-Jen TSAI, and the Director-General of the TCC, Chen-Chou HSU.

Prof. Dr. Dainius Žalimas’s Speech at the Judicial Yuan
During his visit, Dr. Dainius Žalimas delivered a speech on the topic of “The Practice of the Constitutional Court of the Republic of Lithuania and Its Leading Cases”, in which he introduced the role and functions of the Constitutional Court of Lithuania, and illustrated the living praxis of Lithuanian constitutional jurisprudence. Through examining the similarity of the leading cases between the Constitutional Courts of Taiwan and Lithuania, Dr. Žalimas concluded that although separated by oceans and thousands of miles, Taiwan and Lithuania share a closeness in the beliefs in constitutional values such as rule of law, liberal democracy, and human dignity. Dr. Žalimas commended the TCC on its stance of Judicial Activism in safeguarding the constitutional order of liberal democracy, and wished the TCC success in maintaining the highest professional standard in its activities, which keep the Taiwan Constitutional Court among the most progressive constitutional courts around the world. This speech was officiated by President HSU, translated consecutively by Assistant Research Professor Yu-Jie CHEN (Institutum Iurisprudentiae Academia Sinica), and attended by the Justices, research judges, assistants of the Justices, and the clerks of the TCC.

Assoc. Prof. Dr. Ingrida Danėlienė’s Speech at the TCC
During her visit to the TCC, Dr. Ingrida Danėlienė delivered a speech on the topic of “Evolving Powers of the Constitutional Courts”, she elaborated four competences which was not mentioned explicitly in the Constitution but developed by the Constitutional Court of Lithuania. By the end of the speech, Dr. Danėlienė exchanged academic and political views with the audience. She also welcomed future academic exchanges between Taiwanese Judiciaries and the EHU. This speech was officiated by Justice Jui-Ming HUANG, and attended by research judges and assistant of the Justices of the TCC.

Upon his visit, Dr. Dainius Žalimas also brought with him a memorandum of understanding (MoU) on behalf of the Vytautus Magnus University. The MoU, signed by President of the Judges Academy Sheng-Hsin CHANG on December 15, intends to strengthen bilateral relationship between the Judges Academy (ROC) and the Vytautus Magnus University, in order to deepen the interactions between academics and judiciaries of both Taiwan and Lithuania.
