    • Shall legislation take effect on the day when it is actually received by each authority, or shall it take effect after the expiration date which is stipulated in the List of the Statute Governing the Date for the Enforcement of Law?
  • Holding
    •        The phrase “deadline to be received by each authority” in Article 1 of the Statute Governing the Date for the Enforcement of Law means the date which is stipulated in the List of the Statute Governing the Date for the Enforcement of Law. When legislation has been explicitly stipulated to be enforced on a published date, it shall take effect after the expiration date which is stipulated in the List of the Statute Governing the Date for the Enforcement of Law except when there are other stipulations.
